The article says that Matthew McCarthy, CEO of Ben and Jerry's, was motivated to create the flavour because customers requested it. The ‘green light’ is the FDA’s approval of the use of CBD in foods, an issue that is currently under scrutiny by the US’s top regulator. Ben & Jerry’s has encouraged customers who are keen to see CBD in their ice-cream to send their comments on the issue to the public comments page.
